Where to turn when you can’t report harassment to HR

Salon.com: The emotional repercussions of sexual harassment can feel like a dizzying carousel ride with an end that may never arrive. The feelings of violation and shame that follow sexual harassment can last a lifetime, and unpredictably resurface at the unlikeliest of times.

I don't know what I was expecting when I read this article. I probably knew there can't be one magic answer but still, my initial response to the article was annoyance and sadness that there is not a place to turn to when you can't go to HR. The article talks about some strategies to cope it on your own, offers resources as to how to pursue legal procedures and shows some ominous statistics. The article is so relevant because most of theaters, even the bigger ones, do not have HR department or HR person to go to. So far I was lucky that I did not face any situations at work but if I were to face any situations in the future, I would be lost and wouldn't know what to do at the moment. So, like the author mentions in the article, there has to be a systematic or organizational way to mandate education as to what to do and not do for all men and women. Along with that, it would be great if all companies are required to offer their employees some kind of information and education for the subject.
