This article brings up many interesting issues that previous articles about state's film tax credits have not. Among them are the idea that film and TV employees are becoming "migrant workers", and that these tax credits are actually, in the short term, causing states to loose money. In the long term, these credits are only sustainable if a film industry is significantly established, and at the moment it seems that states all over are competing to establish these industries. Not all of them will succeed. Pittsburgh can take something away from this: Boston is learning to take advantage of local talent. Pittsburgh ought to follow suit.
