The article has a good point - it may not be completely accurate to blame the whole crisis on the one manager. Even though he may have contributed significantly to the problem with his dubious management, the article says the company has been hemorrhaging money for much longer than he was there. It's like in baseball, when an organization fires its manager after a bad season. That's an easy thing to do to show you're dealing with the problem, but it's not necessarily the whole problem. It sounds like they need to completely review and overhaul their financial and management systems.
