Pittsburgh arts and cultural organizations receive National Endowment for the Arts grants

My parents always say that the first thing that comes to depressed towns is the arts. Where I am from in Virginia it happened. When the USA highway system was being built it totally skipped over the town causing the economy to slide pretty far down. It had made all of its money on transportation being on a river and now that the main mode of transportation of goods was roads and not roads going through the town it went into a long slump. However about 10-15 years ago small theatre companies started renting spaces downtown due to their lowered prices and caused people to want to go to the city proper again and slowly but surely brought the economy back. It is so incredibly important to have arts everywhere but especially in areas in the rust belt that have been hit with massive job loss and economic downturn over the last 20 odd years. Not only do the arts provide better economic flow and opportunities but they also promote compassion for others as they ask audiences to step into someone else's shoes for as long as they are there.
