I don’t really see how that helps so much. Those few fractions of an inch on your computer screen don’t really ad that much to the view you have when looking at a drawing. The only real application I cold see for this is in paper-space when you have a drawing in scale and it just fits on your screen and you need that extra little space.

in photoshop it's TAB
in most web browsers it's F11
in word/excel/etc. it's Alt-V, U
most video players it's Alt-Enter
and now there's one in AutoCAD
