That really is overreacting. Riggers mess around with rope and knots all the time to keep entertained. I've made nooses before just to see if I could, and again for a prop. Yes a noose can be offensive but firing 3 employees over it? So maybe there are circumstances that are not mentioned in the article but whatever happened to a warning or something. Boys will be boys even?
I can understand that riggers can get bored. So you mess around with knots, why not then undo the knot at the end of the day then and store the rope away properly. They at least need to have some understanding of etiquette for working in a theatre. I see this as dicking around and not appropriate.
I can aslo understand the concern for safety with this. It's a liability. And that is very dangerous for producers and facility owners.
This seems like a very high CYA situation. Even if you get bored and do something like tie a noose, it isn't a good idea to leave around. The liability with having a workspace with nooses lying around must be high, both monetarily and on the psyche.

I guess I'd better omit the hangman's noose from my knot-tying curriculum...
