Having made timelapses from webcams on a linux computer, you can do the stuff that's mentioned in this article quite easily with mplayer/mencode (a suite of video playing/editing utilities) and a script that goes through a folder of images.
However, I give kudos to the person who used (probably free) utilities and added a user-friendly front end to allow a much easier (but unfortunately Windows-only) way to do a timelapse.
