Grants Meant to Stimulate Small Theaters, Economy

backstage.com: The National Endowment for the Arts has awarded a series of grants to arts organizations across the United States that will partner with their local communities to produce theater, film, and art projects based on their own experiences, needs, and artistic desires. Eighty Our Town grants were awarded for projects that will be produced between 2013 and 2014; 27 theater organizations will have their hands in those projects.

It's encouraging that the NEA is giving out grants to small theatres. I like the idea of collaboration with other organizations, and I'm even more thrilled that there is no political agenda for the monies awarded. Or so it seems. "A conversation about the weather" could be ANYTHING. It could be a play about the aftermath of Hurricane Katrina, a festival celebrating the seasons, a piece about global warming...It almost seems a little too vague though. That the the theatre company could get away with just producing one show that employs new people they have never worked with before instead of a formal "collaboration" with other organizations, which seems to be the goal of the NEA. I guess my question is: are there rules for the use of funds and how strongly are then enforced?
