Parade Float Crushes Man In New Orleans
WRTV Indianapolis: "'Our preliminary investigation reveals that the rider attempted to exit the back of the float prematurely and he fell off the float,' New Orleans Police Department spokeswoman Jeanette Williams said. 'The driver did not know the man had exited or fallen off and was therefore struck by the second, back portion of the float. He was pronounced dead at the scene.'"

After Katrina, and few years after, I feel like New Orleans is still in rumbles trying to reestablish order. Or at least it is as it seems. My sympathy goes out to the family of the victim killed by the float. It was a death that could have been prevented if there was a little more precautions taken.
This is just a freak accident that unfortunately always seems to happen during large crowd oriented events. There's really no way of escaping these issues, and I don't think this accident is any indication that New Orleans is still ill-affected after Katrina. It's still incredibly awful to hear.
