SAG-AFTRA Settles on New Structure

backstage.com: SAG-AFTRA’s national board took up some pressing housekeeping business at the Sheraton Universal Hotel this weekend in Los Angeles, including an organizational shakeup and lingering merger issues.

Disclaimer: I don't know much about this. At all.
Shouldn't SAG-AFTRA have redesigned their structure last year when they merged? This article makes it seem like they rushed into the merger without planning it out and are now frantically trying to work out fairly basic things like personnel, locals, etc. It makes me wonder what they were trying to accomplish by merging, and if this will, in the long run, be the best idea or not.
