I don't really know what this author is talking about. At my High School this was the exact way I was taught how to write an outline. I definitely agree that having a good outline with quotes and all your topic ideas ready to go makes the paper writing take a lot less time. By the time you get to the paper, you've done all the hard work and can concentrate on the overall idea of getting your message agree instead of looking at the details.
