This is probably a good article for a lot of people to read. A lot of my time "researching for a project" is usually wasted on random web pages. Re-reading emails doesen't seem to be a huge problem, but procrastinating definitely is.
I really like the idea of the 'weekly review/preview'. I know I usually end up doing this subconsciously anyways but to actually solidify it is a great idea. When you review what you have accomplished and what still needs to get done, but still keep your scope narrow, it allows you to focus on exactly what you need to do and when. It also makes it harder to 'forget' about projects or not leave enough time when you know 'tuesday i have to work on this, wednesday i have to work on that' etc. And it is not as overwhelming as trying to plan an entire semester or even month.
