Curse of The “D” Word
Design Observer: "Do you make things look nice? Do you spend more time worrying about nuance and aesthetics than substance and meaning? Do you fiddle with style while ignoring the big picture? If your answers are yes, yes, or yes, then you are a decorator."

I think the concept of Decoration vs. Design is apparent in all elements of visual design, not just the graphic arts. It is important to understand why something is designed that way, and what that means. To not just say, oh, well it looks pretty so I did it that way. I also agree with the article that ornamentation for the sake of ornamentation without any real design is deceiving to the consumer, or other audience of the design, by giving them something that is perhaps less than they paid for.
This article definitely didn't have to be narrowed specifically to graphic design. Also, I'm not really sure that being a "decorator" is a bad thing. Snooty designers need to get off their high horse and just remember that, well, maybe some people want to be graphic decorators. There are set designers and set decorators professionally... and it doesn't mean that one is more or less important than the other. They are just good a doing different things.
