Blacklisted Chinese Dir. To Work Around Ban

Backstage: "Blacklisted Chinese director Lou Ye is considering making movies in the West to skirt a five-year ban on producing film or TV work imposed on him by Chinese authorities last week."

So if he can't make films in China, why is he allowed to make films anywhere? I suppose that the Chinese government can't really stop him from making movies in other places in the world, but it seems rather petty that they are making a big deal about this. It really shows the power that theatre and film and the arts in general have over the people of a country given that they won't even consider showing it anymore.
