Is a Certified Rigger a Qualified Rigger?

news.thecrosbygroup.com: Even though OSHA 29 CFR 1926 Subpart CC- Crane & Derrick Standard for Construction went into effect November 10, 2010 it still continues to prompt individuals to debate whether a “Certified Rigger” is considered a “Qualified Rigger”. So my understanding of this article is that the writers view point is that you can be certified as a rigger and yet still be as dumb as a crate full of shackles. I know first hand how easy it is to fake a resume and get a high level job. If you are able to talk you way around things you could get hired fairly easy. But its not until that person starts working that you can really tell if that person is qualified to do what he says he can do. I think the only real way to prescreen for quality is by word of mouth. A reputation of being able to do something well is much more important than having a certification. On the other hand striving for the certification and real world experience working towards that certification is one way to earn and prove that you are qualified to be a rigger.
