CMU ten year master plan includes new facilities, bike paths, and campus hotel

Pop City: "Carnegie Mellon University has unveiled its new 10-year master plan, composed of a great deal of data analysis and a long list of potential projects that could be completed over the next decade in order to better integrate the campus, utilize the college's recent real estate investments for new facilities, and create new bike lanes.

It's interesting that they make all these "Master Plans," even to the point of having them approved by the city, without even thinking they will actually build any of them. I understand it's good to have the plan in place if the opportinities arise to act on it, but it seems like a lot of work for things that probably won't be built. Maybe somebody can explain to me why this is important?

I also do wonder how many of the projects will actually come to fruition. I'd be interested in reading the actual proposal of why some of the buildings are being built. For example, is a hotel actually necessary to be built right on the edge of campus? I suppose there are valid reasons why it might be, but I'm still very interested. Also, I wonder what will happen to the buildings that will be vacated by Tepper School of Business.
