Are online Fringe reviews 'stacked'?

Star Tribune: "One fan of the Minnesota Fringe Festival, halfway through its 10-day run, is giving a negative review to what he calls 'stacking the Fringe,' or the piling up of rave reviews of plays by critics who are not impartial."
