Deal close on film tax breaks

Post Gazette: "A dramatic increase in state tax credits to help film and television productions in Pennsylvania was still on the drawing board yesterday, and final approval by lawmakers was still unclear."

I'm intrigued as I was not aware that tax incentives played such an integral role in whether movie production occurred in or out of the state. What I would wonder is what benefits would be seen in the economy as a result of more movie / television production in the state. There is also the thought of why the big incentive? If the state has money just lying around for all sorts of things, I'm not really going to care that much until I see the state maintained roads throughout Pittsburgh. I don't know why the state is willing to put so much tax incentive into this market unless they find that it is significant to the economy. I think they could get away with a few less incentives.
