The Department of Commerce interpreted the rules to include payroll companies as an expense. This allows a loophole to hire workers that do not reside in Wisconsin. While we see the benefit of allowing some tax credits for hiring non-residents in order to attract larger films, this loophole does not encourage larger productions to look for a Wisconsin workforce when they are not “local.”"
