The more I work on my resume the more I realize that anyone you ask is going to have a different set of rules. I think what it comes down to is that each person processes information slightly differently and will come to like resumes that mesh with the way they think. That makes the opinion of a graphic designer such as Smith valuable. Graphic design looks for the overall trends of how people perceive visual information. With so many conflicting opinion, it is good to have little simple things that will make a resume more clear to almost anyone. However, I am sure you can find someone who will disagree with every point. In the end, I think there are too many views on resumes to make one set of perfect rules. At a point you have to try the different methods and then trust yourself to create something clear and strong.
