Events firm told only 'sheer luck' prevented death of tots

Scotsman.com News: "AN events company has been fined £2000 after a 'makeshift' lighting rig fell on the buggy of a baby girl and her older brother at a children's music concert.
Health and safety experts yesterday said it was 'sheer luck' that neither of the children was killed during the accident at Portobello Town Hall in June 2007."

Stories like this are scary, and surprisingly common. Theatre-world seems to really resist regulation by construction codes, because codes that others follow don't work very well for us, but the solution isn't no regulation whatsoever. It seems like etsa is helping here, but it's a slow process, and nobody really enforces them. We might need some kind of program to help some building inspectors learn extra rules and techniques to handle theatre. Maybe this is impossible, but maybe it could be better than the current split of no-regulation and unmanageable regulation.
