I think this is a fantastic idea. One of my favorite places in LA is the 3rd Street Promenade in Santa Monica, despite all it's blatant commercialism. It's really nice to have a pedestrian area as a reprieve from the rest of the city. Admittedly, whenever I've been in New York, it's been as a pedestrian so I can't comment on how drivers would feel about the closure.

While I think it's a great idea to reclaim streets and encourage non-car transportation, I fail to see how closing streets will improve traffic. The number of cars on the road is unlikely to go down, though the possible routes for those drivers will. In Seattle, there has been much discussion recently of making a park on the land we have an ailing freeway, which has caused tons of anger about traffic consequences. If it's that big of a battle in green seattle, it's hard to see how a city with even worse traffic will take it well.
