I am a bit confused by this article. On the one hand, I think its great that London is doing a lot to support the arts and show many artists to the world. one of the great things about this initiative is the fact that they are trying to engage younger people to have in interest in them as well. The digital photo contest seems good. However, I am unsure as to why they are starting things now, with the upcoming (2 weeks) ceremony. If they want to incorporate these things into the Olympics, shouldn;t they wait until closer to 2012?? I see this as more of just an arts support program than an Olypic sized contest/viewing.

From how I see it they are using this festival as a precurser to the Olympics. Granted it is four years coming, but when a city gets the honor of holding the Olympic games they try to show what their commuinity has to ofter to the world. The arts is a important part of the city of London so in a way this is the Olympics for the arts.
