Jowell defends Arts Council

Guardian Unlimited Arts: "Over the past year the functions of the arts councils of Scotland and Wales have been drawn into the machinery of their countries' national assemblies, rather than being handled at 'arm's length' from the state. That has led to suspicions that the same could happen in England."
